PETITION TO INTERVENE
The Northwest Industral Gas Users (''NIGU'') petitions this Commission for leave to
intervene in the above entitled proceeding pursuant to Rules 72 and 73 oftheCommission's
Rules of Practice and Procedure, IDAP A 31.01.01.072 and -.073. In support of this Petition,
NWIGU states as follows:
1. On May 7, 2008, Intermountain Gas Company filed an application with this
Commission seeking authority to cancel its existing T -1 and T -2 Transportation Tarffs and place
into effect an Industral Transportation TarffT-5.
2. NWIGU is a non-profit association comprised of approximately thirty-five end
users of natural gas with major facilities in the states ofIdaho, Oregon and Washington.
NWIGU members include diverse industral interests, including fuel processors, pulp and paper,
wood products, aluminum, steel, chemicals, electronics, and aerospace. The Association
provides an information service to its members and paricipants in varous regulatory matters that

affect member interests. NWIGU member companes acquire natural gas sales and
transportation services from Intermountain Gas Company ("Intermountain").
3. Therefore, NWIGU has direct and substantial interest in these proceedings
because this Commssion's decision may, directly or indirectly, affect the rates for and quality
of gas service NWIGU members acquire from Intermountain.

5. This Petition is timely filed and wil not unduly broaden the issues or otherwse
delay these proceedings.
6. NWIGU is unable to state its position at this stage of the proceedings, and
therefore seeks to intervene for the purpose of receiving documents, examining witnesses, and
otherwise participating as its interest may appear. Counsel for NWIGU understands that

NWGU must obtain local counsel to appear in formal proceedings if this matter is fully
adjudicated before the Commssion.
WHEREFORE, NWIGU respectfully requests that the Commission grant this Petition to
Intervene and authorize NWIGU to paricipate in the above-entitled proceedings with full rights
as a formal party, understanding that NWIGU must secure local counsel ifthis matter is set for
hearng.
