COMES NOW, The CLEARWATER PAPER CORPORATION , hereinafter referred to
as "Intervenor," and pursuant to this Commission's Rules of Procedure, Rule 71 IDAPA
31 .01.01. 71 hereby petitions the Commission for leave to intervene herein and to appear and
participate herein as a party, and as grounds therefore states as follows:

2. This Intervenor, the Clearwater Paper Corporation is a customer of A vista
Corporation ("Avista") and receives electric utility services from Avista. Clearwater Paper
Corporation claims a direct and substantial interest in this proceeding in that its rates for electric
service from A vista will be affected by the outcome of this proceeding.
3. This Intervenor intends to participate herein as a party, and if necessary, to
introduce evidence, cross-examine witnesses, call and examine witnesses, and be heard in
argument. The nature and quality of evidence which this Intervenor will introduce is dependent
upon the nature and effect of other evidence in this proceeding.
5. Without the opportunity to intervene herein, this Intervenor would be without any
means of participation in this proceeding which may have a material impact on its electric and
natural gas rates and the terms and conditions of such service.

6. Granting this Intervenor's petition to intervene will not unduly broaden the issues
nor will it prejudice any party to this case.
WHEREFORE, the Clearwater Paper Corporation respectfully requests that this
Commission grant its Petition to Intervene in these proceedings and to appear and participate in
all matters as may be necessary and appropriate; and to present evidence, call and examine
witnesses, present argument and to otherwise fully participate in these proceedings.

ORDER
IT IS HEREBY ORDERED that the procedural schedule proposed by the parties and
set forth in the above Notice of Scheduling is approved.
IT IS FURTHER ORDERED that Commission Staff hold a telephonic, public,
informational, customer workshop on Thursday, March 25, 2021, at 6:00 PM MDT.
IT IS FURTHER ORDERED that the Commission will hold a telephonic customer
hearing at which customers and interested members of the public may testify on Thursday, April
15, 2021. at 6:00 PM {MDT).
IT IS FURTHER ORDERED that the Commission will hold a telephonic technical
hearing for the parties to offer evidence and examine witnesses on Tuesday, April 20, 2021, at
1:30 PM {MDT). The telephonic technical hearing will continue Wednesday, April 21 , 2021, and
Thursday, April 22, 2021 , if necessary.
IT IS FURTHER ORDERED that parties should continue to comply with Order No.
34781, issued September 17, 2020. All pleadings should be filed with the Commission
electronically and shall be deemed timely filed when received by the Commission Secretary. See
Rule 14.02. Service between parties should also be accomplished electronically. Voluminous
