IDAPA 31.01.01 - Rules Pertaining To The Rules of Procedure of the Idaho Public UtilitieslCor.iJrion (Docket No. 3 l-0101-1301) IDAPA 31.71.03 - Rules Pertaining To The Railroad Safety & Accident Reporting Rules (Docket No. 3l-7103-r301) The Public Utilities Commission is proposing to promulgate two sets of proposed rules. In the first set, the Commission is providing changes to its Rules of Procedure. IDAPA 3 I .01 .01. In its notice of rulemaking, the Commission states: "The reasons for the proposed changes include: improving efficiency and cost-effec- tiveness by allowing the Commission to update its list of current utilities and railroads subject to the annual regulatory assessments (Rule l8); updating references and citations to other authorities (Rules 19,43,52); con- forming rules to current practices (Rules 53.72, 162); inueasing public involvement by making RSS feeds more user-friendly (Rule 39); recognizing utilities formed as limited liability companies (Rules I I I and I l4); and improving the clarity of t wo rules regarding customer notices (Rules I 2 I and 125). The proposed amend- ments to the rules reflect the Commission's adoption of changes agreed to at the negotiated rulemaking." The second set of proposed rules amend the Commission's railroad safefy and accident reporting rules and incorporate by reference 2013 changes made in eight parts of the Code of Federal Regulations on the subject. It appears that both sets of proposed rules have been granted within the scope of statutory authority granted to the Public Utilities Commission. cc: Public Utilities Commission Jean D.
