This proposed set of rules incorporates by reference the newest federal accounting regulations and accounting standards issued by the National Association of Regulatory Utility Commissioners. rD AP A 3 1.71.02 and 3 1.71.03 dovetail together as they both relate to railroad accident reporting. rDAP A 31.71.02 deletes a reporting requirement and then is moved by rDAP A 31.71.03 into the Commission s railroad/safety and sanitation rule. The rules incorporate by reference the newest changes in federal safety rules for railroads, their employees and rail shippers and then move the accident reporting language into this chapter of rules. All three sets of proposed rules appear to have been promulgated within the scope of statutory authority granted to the Public Utilities Commission and we do not have any technical substantive or procedural problems with the proposed rules. cc: Public Utilities Commission Mike Nugent, Manager Research & Legislation Cathy Holland-Smith, Manager Budget & Policy Analysis Don H.
