Box 83720 Boise, ID 83720-0074 RE: STB Docket No, AB-570 (Sub-No. 3X), Palouse River & Coulee City Railroad, Inc. - Abandonment Exemption - In Latah County, Idaho Dear Sir/Madam: Please be advised that on orshortlyafter July 20,2009, Palouse River & Coulee City Railroad, Inc. ("PRCC") expects to file with the Surface Transportation Board ("STB") a Notice of Exemption seeking authority to abandon its rail lines located between: (1) milepost 84.0. at the Washington-Idaho State Line and milepost 85.91, in Moscow, ID; (2) milepost 86.1 1 and milepost 86.9, in Moscow; and (3) milepost 85.5 and the end ofthe line at the intersection of A Street and Almon Street, in Moscow (the "Lines"). Based on information in our possession, the Lines do not contain any federally granted right of way. Any documentation in PRCC's possession wil be made available promptly to those requesting it. In connection with the proposed abandonment, Federal Regulations at 49 C.F.R. 1152.50(d)(1) require that we provide you notice as to the following: (1) Name of Railroad: Palouse River & Coulee Railroad, Inc. (2) Description of Lirie to be Abandoned: The rail lines to be abandoned are located between: (1) milepost 84.0. at the Washington-Idaho State Line and milepost 85.91, in Moscow, ID; (2) PORTLA, OREGON WASHINGTON, D.C.BEND, OREGON BALL JANIK LLP July 8, 2009 Page 2 milepost 86.11 and milepost 86.9, in Moscow; and (3) milepost 85.5 and the end of the line at the intersection of A Street and Almon Street, in Moscow The Lines traverse Zip Code 83843. (3) Abandonment Procedures to be Followed: PRCC intends to file a Notice of Exemption pursuant to 49 C.F.R. 1152.50. These exemption procedures are applicable to rail lines that have had no local traffic for at least 2 years and where any overhead traffc can be rerouted. No local or overhead traffic has moved over the Lines for over 2 years. (4) Date of Filing: PRCC expects to file its Notice of Exemption with the Surface Transportation Board on or shortly after July 20,2009. A map of the affected areas is enclosed.
