Re: Palouse River & Coulee City Railroad’s Abandonment of the Harvard-Bovill Line

Dear Mr. West:

Pursuant to our telephone conversation this morning, I have enclosed for your review a copy of the Railroad’s Environmental and Historical Report regarding the abandonment of the Harvard-Bovill line in Latah County. Included in the Environmental and Historical Report is a letter from Latah County to the Railroad’s attorney. See Exhibit 3.

I have also included a copy of the Surface Transportation Board’s Federal Register notice dated October 6, 2000. Pursuant to that notice, requests for public use conditions must be filed with the STB no later than October 26, 2000.
