Street, NW, Ste 420 Washington, DC  20036 Re:  Abandonment of Idaho Northern's Council Branch, Docket No. AB-433 (Sub-No. 2X) Dear Mr. Wimbish: As I may have mentioned to you during our telephone conversation in late January, the Idaho Public Utilities Commission is required by state law to schedule a public hearing when notified of a proposed branch line abandonment.  The purpose of the hearing is to determine whether the abandonment would adversely affect Idaho’s public interest and whether the line has a potential for profitability.  This Commission represents the State of Idaho in ICC proceedings. Although the Commission understands that IN&P will seek an exemption from the normal ICC abandonment procedures, it would be helpful if the railroad could provide some basic economic and operating information.  Such information would include:  shipper traffic and line revenue for calender year 1994; future traffic estimates; branch operating costs (maintenance of way, maintenance of equipment, etc.); type and frequency of branch service provided; general condition of the track and Class rating; the necessity, if any, for track or structure rehabilitation; and  the amount of reversionary and non-reversionary property in the right-of-way.  Copies of right-of-way property maps would also be helpful.
