Pursuant to our telephone conversation yesterday, I have enclosed for your information and review a complete copy of the Railroad’s Application. As you can tell, there are three primary parts: the Application itself; the Railroad’s Environmental and Historical Report; and the net liquidation value (NLV) appraisal performed by Kenneth Young.

Kevin Spradlin’s verified statement is contained in Exhibit O to the Application. I have marked it for your reference. I suspect you will find his testimony interesting.
