Summary and Stated Reasons for the Rule
The Idaho Public Utilities Commission submits notice of proposed rule at IDAPA 31.61.01 -Rules for the
Measurement of Stray Current or Voltage (Stray Voltage Rules).The commission states that the rule is being
proposed as a Zero-Based Regulation chapter rewrite.
Negotiated Rulemaking /Fiscal Impact
The commission notes that negotiated rulemaking was conducted and that there is no fiscal impact asso-
ciated with the rule.
Statutory Authority
The rulemaking appears to be authorized pursuant to Sections 61-515,61-520,and 61-803,Idaho Code.
