The Commission initiates this negotiated rulemaking process to examine various
amendments to its Rules of Procedure, IDAPA 31.01.01. The reasons for the proposed changes
include: (1) conform the Commission s testimony and transcript rules (231 and 286) to changes
in the Idaho Supreme Court's Appellate Rules; (2) change Rule 43 (Representation of Parties) to
conform to Supreme Court opinions regarding the representation of partnerships, corporations
and other entities; (3) make it easier to determine when telephone companies are no longer
conducting business in Idaho (Rule 20); and (4) make changes to improve clarity (Rules 5, 16
125 , and 301) and correct citations (Rules 0, 19, and 121).
NOTICE OF NEGOTIATED RULEMAKING
YOU ARE HEREBY NOTIFIED that the Commission Staff will convene an
informal public workshop for the purpose of reviewing and discussing the draft rules. During the
workshop, participants will be permitted to ask questions and give oral presentations. The public
workshop is scheduled for WEDNESDAY, APRIL 21, 2010 AT 9:00 A.M. (MDT) IN THE
COMMISSION'S HEARING ROOM, 472 WEST WASHINGTON STREET, BOISE,
IDAHO (208) 334-0300 . Interested persons may participate by telephone by callin!! toll-free
(877) 841-9268. The participant code is: 472404.
YOU ARE FURTHER NOTIFIED that persons interested in participating in the
informal workshop are encouraged to obtain a copy of the draft changes to the Rules of
Procedure before the workshop. The draft changes are available for public inspection during
regular business hours at the Commission offices and available on the Commission s web site at
www.puc.idaho.gov by clicking on "File Room" and then "Multi-Utility Cases" under Case No.
RUL-10-01. Copies of the draft changes to the Rules of Procedure are also available from

YOU ARE FURTHER NOTIFIED that in addition to participating at the public
workshop, any person desiring to state a position on the draft rules may file written
comments with the Commission no later than April 28, 2010. Written comments concerning
the negotiated rulemaking shall be mailed to the Commission at the address reflected below:

YOU ARE FURTHER NOTIFIED that the Commission has jurisdiction over this
matter pursuant to Titles 61 and 62 of the Idaho Code and specifically Idaho Code ~~ 61-601
62-612, and 62-619.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission s Rules of Procedure, IDAP A 31.0 l.O 1.
YOU ARE FURTHER NOTIFIED that all workshops in this matter will be held in
facilities meeting the accessibility requirements of the Americans with Disabilities Act (ADA).
Persons needing the help of a sign language interpreter or other assistance in order to participate
in or to understand testimony and argument at a workshop may ask the Commission to provide a
sign language interpreter or other assistance at the hearing. The request for assistance must be
received at least five (5) working days before the hearing by contacting the Commission
