SUBJECT: Proposed Public Utilties Commission Rules - 31.01.01- Rules of Procedure
of the Idaho Public Utilities Commssion (Docket #31-0101-1001)
The Public Utilties Commission is proposing to promulgate rues that amend its
rules of procedure before the Commssion. The Commission indicates that the proposed
rule changes will conform the Commission's testiony and transcript Rules 231 and 286
to changes in the Idaho Supreme Cour's Appellate Rules. Rule 43 is proposed to be
amended to conform to recent Idaho Supreme Cour opinions regarding the
representation of parerships, corporations and other entities in PUC proceedings. Rule
20 is amended to provide when telephone companies are no longer conducting business
in Idao and a definition of "utilty" is added to Rule 5. The Commission is also making
some miscellaneous housekeeping changes in Rules 0,4, 19, 16, 121, 125 and 301.
It appears the proposed rues have been promulgated withn the scope of statutory
authority granted to the Public Utilties Commission.
