PROCEDURA HISTORY On March 11, 2010, the Commission opened this negotiated rulemakng process to examine certain amendments to its Rules of Procedure, IDAP A 31.01.01. ("Rules"). That Notice stated a public workshop would be held concerning the proposed changes to the Rules. On April 21, 2010, a public workshop was held in the Commission Hearng Room and facilitated by Deputy Attorney General, Donald L. Howell, II. Qwest and several Comments of Qwest Corporation - 1 - other utilties and telephone corporations (both physically present and on a conference call connection) participated in the workshop. Several suggestions and edits to the proposed rules were discussed. On April 26, 2010, Mr. Howell circulated the Comments of the Commission Staff, which addressed the comments and suggestions that were raised at the public workshop. QWEST COMMENTS Qwest wishes to than the Commission for this opportty to participate in the Negotiated Rulemaking process and for scheduling the public workshop. The workshop was ver effective in understanding the proposed changes and in providing a foru for expressing Qwests concerns and suggestions. The Comments ofthe Commission Staff fully address all of the issues that were identified by Qwest. Qwest urges the Commission to accept Staffs recommendations as set out in the filing of April 26, 2010. Assuming Staffs suggested changes are incorporated in the Commission's proposed changes to its Rules, Qwest has no objection to the rule changes.
