SUBJECT: Proposed Rules of the Public Utilities Commission Relating to Customer Service
Rules of Gas, Electric and Water Public Utilities Regulated by the Commission
The Public Utilities Commission is proposing several changes to revise and refine the
scope of some of its Public Utility Customer Relations Rules. Some of the substantive revisions
are: (i) Limiting the length of time over which utilities can rebill customers for service
previously provided but for which incorrect bills were rendered; (ii) Specifying the situations
covered and means by which customers are notified of pending service termination; ( iii)
Restricting the time frame and conditions under which service can be terminated and clarifying
when service shall be restored.
The Division of Financial Management Analyst Comments are: "These rules are theresults from workshops held with utility consumers and will clarify consumers rights.
It appears that the Commission s proposed rules have been promulgated within the l:upeof statutory authority granted to the Public Utilities Commission.
