FROM:Research and Legislation Staff, Nugent r\ PN DATE:August 3 , 2007 SUBJECT: Proposed Safety and Accident Reporting Rules for Utilities Regulated by the Public Utilities Commission The Public Utilities Commission is proposing to promulgate rules updating its safety and accident reporting rules for utilities regulated by the Commission. Part of the proposed changes is to update the current edition of the International Fuel Gas Code and the International Mechanical Code. The Commission is also adding new reporting requirements regarding natural gas pipelines. They are incorporating by reference new accident reporting rules adopted by the Federal Energy Regulatory Commission that occurred as a result of pipeline outages caused by hurricanes Katrina and Rita. It appears that the proposed rules have been promulgated within the scope of statutory authority granted to the Public Utilities Commission.
