Need for Proposed Rulemaking: IPUC Safety and Accident Reporting Rules adopt by reference
several national safety codes, including the National Electric Safety Code, and certain regulations
found in Title 49 of the Code of Federal Regulations. When the safety codes and regulations are
updated, it is necessary for the IPUC to change its rules to reference the correct versions.
Proposed Rules Changes (Summary Only): The National Electric Safety Code (NESC) was updated
with a new edition in 2002. The IPUC Safety Rule 201 adopts parts of Title 49, CFR, relating to gas
and pipeline corporations. The U.S. Department of Transportation has modified the sections the IPUC
adopts by reference relating to pipeline safety and inspections.
