HomeMy WebLinkAbout20180412order_no_34030_intermountain_gas.pdfOffice of the Secretary Service Date April 12,2018 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF THE INVESTIGATION )CASE NO.GNR-U-18-01 INTO THE IMPACT OF FEDERAL TAX )CODE REVISIONS ON UTILITY COSTS AND ) RATEMAKING )ORDER NO.34030 On March 23,2018,Intermountain Gas Company applied to decrease rates,effective April 1,2018,to reflect the impact of the federal tax code revisions.Because the Company filed its Application less than 30 days before the new rates were to take effect,Idaho Code §61-307 precludes the Company from making the proposed changes until 30 days after the Application was filed;i.e.,until April 23,2018.See Idaho Code §61-307 and Rule 123 ofthe Commission's Rules of Procedure,IDAPA 31.01.01.123. After the Company filed its Application,Staff recommended that the Commission suspend the Company's proposed effective date because the case will likely extend beyond April 23,2018.Specifically,Staff recommended the Commission suspend the Company's April 1,2018 proposed effective date for 30 days and five months (i.e.,until October 1,2018),or until the Commission issues an earlier order accepting,rejecting,or modifying the Company's proposed schedules.See Idaho Code §§61-622.Staff reported that the Company concurred with Staff's suspension recommendation. SUSPENSION After reviewing the record,the Commission finds it cannot consider the Application before the proposed effective date of April 1,2018,even as deferred by operation of law to April 23,2018,because of other demands on the Commission's time and the complexityof the issues. The Commission further finds that the Application is sufficiently important to require the Commission's investigation of the reasonableness of the proposed changes in rates and charges. Consequently,the Company's proposed rate changes are suspended for 30 days plus five months from the proposed effective date of April 1,2018,until October 1,2018,or until the Commission issues an earlier order accepting,rejecting,or modifying the Company's proposed schedules. Idaho Code §§61-622. ORDER IT IS HEREBY ORDERED that the Company's proposed changes in rates and charges are suspended for 30 days plus five months from the proposed effective date of April 1,2018,until ORDER NO.34030 1 October 1,2018,or until the Commission issues an earlier order accepting,rejecting,or modifying the Company's proposed schedules.
