On March 19,2018,Idaho Forest Group LLC (IFG)petitioned to intervene in this
case.The IFG's petition waived service of all process not relevant to Avista Corporation.No one
opposed the IFG's petition.Having reviewed the record,including statements of the IFG's
counsel at the April 2,2018 open meeting where this matter was taken up,we conditionallygrant
the IFG's petition as follows.
FINDINGS
Commission Order 33991 set a March 6,2018 deadline for petitions to intervene.
The IFG filed its petition to intervene on March 19,2018.The IFG's petition is,therefore,
untimely.
Untimely petitions to intervene are governed by Rules 71-75,IDAPA 31.01.01.071-
.075.Based on the record,we find that the IFG has shown good cause for the untimely filing,
and that it has a direct and substantial interest in this proceeding and will not undulybroaden the
issues.We thus find it reasonable to grant the IFG's untimely petition to intervene on the
condition that the IFG not delay,disrupt,or unduly broaden the issues in this proceeding.We
note that,per Rule 73,the IFG is bound by all prior orders and notices issued in the case.
ORDER
IT IS THEREFORE ORDERED that the IFG's petition to intervene is granted on the
conditions specified above.
IT IS FURTHER ORDERED,based on the waiver of service the IFG included with
its petition,that all parties in this proceeding need serve the IFG only with process that is
relevant to the impact of the federal tax code revisions on Avista Corporation.This Intervenor is
