On March 20,2018,the Idaho Conservation League (ICL)petitioned to intervene in
this case.The ICL's petition waived service for all filings not relevant to Avista Corporation.No
one opposed the ICL's petition.Having reviewed the record,we conditionally grant the ICL's
petition as follows.
FINDINGS
Commission Order 33991 set a March 6,2018 deadline for petitions to intervene.The
ICL filed its petition to intervene on March 20,2018.The ICL's petition is,therefore,untimely.
Untimely petitions to intervene are governed by Rules 71-75,IDAPA 31.01.01.071-
.075.Based on the record,we find that the ICL has shown good cause for the untimely filing,and
that it has a direct and substantial interest in this proceedingand will not undulybroaden the issues.
We thus find it reasonable to grant the ICL's untimelypetition to intervene on the condition that
the ICL not delay,disrupt,or undulybroaden the issues in this proceeding.We note that,per Rule
73,the ICL is bound by all prior orders and notices issued in the case.
ORDER
IT IS THEREFORE ORDERED that the ICL's petition to intervene is granted on the
conditions specified above.
IT IS FURTHER ORDERED,based on the waiver of service the ICL included with
its petition,that all parties in this proceeding need serve the ICL only with pleadings relevant to
the impact of the federal tax code revisions on Avista Corporation.This Intervenor is represented
