GNR-08- The Commission initiated this case to examme Issues surrounding energy affordability. On September 29, 2008, a Notice of Public Workshops was issued. The Notice did not contain a deadline for intervention. Utilities were directed to take part in the workshops and all other interested customers and organizations were encouraged to participate. The Notice set out a schedule and provided an opportunity for public comment. The workshop format was chosen for this proceeding to allow any and all persons/parties to participate. On October 3, 2008, the Community Action Partnership Association of Idaho (CAP AI) filed a Petition to Intervene. Its petition states that "CAP AI intends to participate in this proceeding as a party and introduce testimony and exhibits, cross-examine other witnesses engage in oral argument, file comments, and otherwise fully participate as a party.
