The Project Share Advisory Committee (the steering committee for Project Share utility assistance)
would like to lend its support to the proposed Winter Protection Pilot as outlined at your web site. The
Project Share Advisory Committee is comprised of officers, employees, and volunteers from The
Salvation Army, Western Idaho Community Action Program, South Central Community Action, Idaho
Power Company, Intermountain Gas Company, and citizens from various communities throughout
Southern Idaho. As such, we have followed the pilot from its inception and have expressed our ideas
comments, and concerns, as it developed. We believe it to be a well thought-out program.
We support the need for payments during this Winter Protection period to not only help extend the
number to which our benefits can be issued, but, more importantly, to establish a sense of responsibility
in the clients. Too many clients are "working the system , not paying for any services received even
though they ARE able. This additional burden is made up on the backs of honest consumers who are
conscientiously taking care of their obligations. With other agencies, we are working on client
education issues addressing budgeting and frugal use of resources. We find that there is a great need to
educate people to live within their means; the implementation of this Winter Protection Pilot carries with
it important concepts that we are striving to drive home to clients. Weare also concerned about those
individuals whose income is above our maximum guideline but feel the utilities and assistance agencies
can continue to work together to meet their needs. This Winter Protection Pilot will help in meeting the
needs more individuals. Project Share offers assistance with gas, electricity, propane, stove oil
firewood, and furnace repair.
We encourage you to approve the Winter Protection Pilot; we will continue to follow its progress.

supporting this pilot.
