No one should be allowed to forgo payment of their gas bills at anytime of year unless they unless they qualify for energy assistance. A minimum of $25.00 is not too much for anyone to pay even during the winter months even if they qualify for energy assistance. Most of the people claiming hardship are just abusing the system. As a regular customer I should not have to pay for their abuse and irresponsibility. GNR-02- NOTICE OF MODIFIED PROCEDURE The dissenting opinion of Commissioner Hanson raises several pertinent issues. particular concern is the lack oftime provided to assess the impacts of this proposal. This, I believe, was the intent of the applicants and if granted would reward the applicants for their dilatory filings and penalize affected utility customers by denying them the necessary time to fully address the pending application. If the Commission proceeds as contemplated in its Order No. 29145 it would constitute a blatant denial of due process, a fundamental element of fair and impartial proceedings. It would behoove the Commission to delay or decline to take action until workshops and hearings can be held throughout the State. In this way public sentiment and a meaningful assessment of the true impacts of the proposed changes can be ascertained. I can envision numerous dire consequences to children, the elderly or the infinn should this draconian policy presented by the applicants be hastily implemented. Although the COMMENTS RE: CASE NO. GNR-O2- NOTICE OF MODIFIED PROCEDURE PAGE Commission s Order elicits responses from the public at page 6 it does not raise the most pressing question: What happens to those families (and its members) whose utility service is terminated during the winter months? Moreover, should participation in a conservation/weatherization program targeting low income households (paid for by the applicants) be a mandatory requirement before low income households can be terminated; or should a block of power be provided to eligible households at a dramatically reduced rate during the winter moratorium period thereby eliminating most post-moratorium terminatiolls. Any decision at this time to fast track this proceeding would constitute an abuse of the modified procedures contemplated under Rules 201 through 204. DATED this L31bday of November 2002. I for one, give a large amount to charity each year, but I want it to be the charity of my choice not one imposed upon me because some'one figured a way out of paying his gas bi' 1 . r would. suggest that any person indicating that they cannot afford to pay their Decembers January and febru~ry bills be required to sign a written affidavit ,. stating their annual income and it's source, and that they agree from this point on that 'their bi1ls will be "annualized"The annua'iz~tion process should include:any deficits which occur during the three month period. I suggest tha~ ~the affidavit be signed in an off; of Intermountain Gas, IPUC or the Department of Heal th and Wel fare or the Community Action Agency. It certainly helps our honesty when , w~ are confronted with sworn affidavits that we must sign. ,This might he1p separate the truly needy from those who would take advantage of their fellow,man, and there are some truly needy. Box 83720 Boise, 1083720-0074 Dear Commissioners: I have reviewed Case No. GNR-02-1 regarding a pilot winter moratorium program and feel that the current 25 year old program has served the citizens of Idaho well and does not need to be revamped. In addition feel that current economic conditionsexisting in our state have resulted in numerous families being out of work and that this is therefore not the right time to put such families at further risk. The October 31 , 2002proposal has not been widely disseminated nor has the general public become aware of this proposed change , and it concerns me that at the last minute the three utilities ask the PUC to implement a new program when winter is already upon us. I agree whole heartedly with Commissioner Hansen s observation that rushing toimplement this program will cause a lot of people to suffer this winter and I feel it would be better to keep the current program in place and require this proposal to have much more extensive public review, comments, and hearings. Perhaps if we were convincedit was needed and in the public s interest, it could be enacted next year, although I viewthe proposal as mean spirited , bureaucratic and unnecessary. My understanding of the current program is that the utilities do recoup expenditures and that profit margins allowed by the PUC are still quite generous , so there is really no need for this pilot program. The utility representation that proposing this pilot as a means of helping theconsumer avoid large bills at the end of a 3 month moratorium by making them pay 50 % of the level pay amount per month , certainly should not be characterized as a helpful gesture. It would be a crushing demand on a family that is already down and out and could lead to serious health and safety issues. Thank you for allowing me to comment. I totally oppose this pilot proposal. First, the Winter Moratorium Rule has been in effect for approximately tcn years, It s passage occurred following numerous state-wide public hearings. The expedited proceedings contemplated by the Commissioners would negate meaningful public review and input. Therefore, the Kootenai Environmental Alliance \vould oppose implementation of the modified procedure mle(s) and respectfully request the scheduling of state-wide hearings on the pending applications.
