HomeMy WebLinkAbout28890.docBEFORE THE IDAHO PUBLIC UTILITIES COMMISSION in the matter of THE COMMISSION’S PROCEDURES CONCERNING THE ELECTRONIC FILING OF TARIFFS AND PRICE LISTS. ) ) ) ) ) CASE NO. GNR-U-01-2 ORDER NO. 28890 In October 1999, the Commission issued Order No. 28173 implementing procedures for the electronic filing of tariffs and price lists on a voluntary basis. In its Order, the Commission also granted an exception from its Procedural Rule 132 and Title 62 Rule 204, which require utilities to file an original and three copies of their tariffs/price lists. IDAPA 31.01.01.132 and 31.42.01.204. In its Order, the Commission found that utilities participating in the voluntary program need only file one original paper copy of the tariff or price list when they file electronically. Order No. 28173 at 8. Since its inception, 15 utilities have utilized the electronic filing system. These utilities have filed more than 260 documents. In this Order the Commission initiates changes to the electronic filing system to simplify the procedures. The Commission is hopeful that other utilities will also begin to utilize our electronic filing system. AMENDED ELECTRONIC FILING PROCEDURES Currently, utilities filing tariffs and price lists electronically do so by transmitting these documents directly to the Commission’s web site. The tariffs/price lists are prepared in Adobe Acrobat in portable document format (PDF). In addition, participating utilities must file a paper copy of the tariff/price list with the Commission Secretary. Based upon our experience to date, the Commission shall make two changes to its electronic filing system to further enhance its efficiency. First, rather than file electronic documents directly to the Commission’s web page, electronic filings shall now be submitted as PDF attachments to e-mail or submitted as PDF documents via mail/overnight delivery on a 3.5 inch disk, zip disk, or CD-ROM. The content or format for PDF filings remains the same. E-mails containing tariffs and price lists should be sent to the Commission Secretary at: jjewell@puc.state.id.us. The Commission shall return a date-stamped copy of the tariff/price list by e-mail to verify that the document was received. Second, the Commission finds that it is no longer necessary to file a paper copy of the tariffs/price lists with the Commission Secretary. Consequently, we find it is appropriate to amend a portion of our prior Order No. 28173 to eliminate the requirement that a utility also file one paper copy of the electronically transmitted tariff/price list. The Commission further finds it appropriate to begin these new electronic filing procedures December 1, 2001. This will permit the Commission Staff to run a few internal trials and to amend the procedures contained in the Electronic Filing Users Manual. The Users Manual is located on the Commission’s web site (www.puc.state.id.us) under the link “File Room,” then “Tariffs and Price Lists.” O R D E R IT IS HEREBY ORDERED that the electronic filing procedures for tariffs and price lists originally adopted in Order No. 28173 are amended. Public utilities desiring to file their tariffs and price lists electronically may do so by submitting their documents as attachments to e-mail messages. The amended filing procedures are contained in the Commission’s “Users Manual” published on the Commission’s web site. IT IS FURTHER ORDERED that Order No. 28173 is modified to eliminate the requirement that utilities file one paper copy of the tariffs or price lists that are filed electronically. The Commission grants an exception from Procedural Rule 132 and Title 62 Rule 204, IDAPA 31.01.01.132 and 31.42.01.204. THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally decided by this Order) or in interlocutory Orders previously issued in this Case No. GNRU012 may petition for reconsideration within twenty-one (21) days of the service date of this Order with regard to any matter decided in this order or in interlocutory Orders previously issued in this Case No. GNRU012. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code § 61626.
