RE:MOTION FOR LIMITED ADMISSION PRO HAC VICE IN CASE NOS. GNR-
03-8 AND GNR-03-, APPLICATIONS SEEKING COMMISSION
DESIGNATION AS ELIGIBLE TELECOMMUNICATIONS CARRIERS.
On September 16, 2003, Molly 0 'Leary, local counsel for IA T Communications, Inc. dba
NTCH-Idaho, Inc. or Clear Talk filed a Motion for Limited Admission Pro Hac Vice, pursuant to
Idaho Bar Commission Rule 222, for Sean P. Farrell.
In the Motion, Mr. Farrell certifies that he is an active member, in good standing, ofthe
bar of the State of California, that he maintains a regular practice of law in Hermosa Beach
California, and is not a resident ofthe State ofIdaho or licensed to practice law in Idaho. Mr. Farrell
also certifies that he has not previously been admitted under Idaho Bar Commission Rule 222 and
has not been denied admission under this rule in this or in any other jurisdiction. Ms. O'Leary and
Mr. Farrell certify that a copy of this Motion has been served on all other parties in these cases and
that a copy of the Motion, accompanied by a $200 fee, has been provided to the Idaho State Bar. Ms.
Leary also acknowledges that her attendance shall be required at all proceedings where Sean P.
Farrell appears, unless specifically excused.
STAFF REVIEW AND RECOMMENDATION
Recently the Commission issued a Notice of Proposed Rulemaking regarding its Rules
Procedure. Case No. RUL-03-, IDAPA 31-0101-0301. These Proposed Rules incorporate Idaho
Bar Commission Rule 222 that provides for limited admission for attorneys not licensed in Idaho but
in other states. See Proposed Rules of Procedure 19 and 43. Staff has reviewed this Motion and
believes that it complies with Idaho Bar Commission Rule 222 and the Commission s Proposed

Rules of Procedure 19 and 43. Accordingly, Staff recommends that the Commission grant this
Motion.
