Included with this letter is a statement of position of Mr. Ron Law on behalf of the Idaho Public Utilities Commission.  Mr. Law is the Executive Administrator of the Commission’s Regulated Carrier Division.  The Commission asks that its position be taken into consideration by the Surface Transportation Board as part of the meeting scheduled for October 27, 1997, relating to railroad service in the western states.  Due to scheduling conflicts, Mr. Law will not be able to attend the October 27 meeting.  I was informed by Nancy Beiter of your office that it would be acceptable to have Mr. Law’s statement read by one of the other attendees at the meeting.  We will make that arrangement.  If you need to discuss this matter, please contact me at [phone].
