PETITION TO INTERVENE OF THE
IDAHO PUBLIC UTILITIES COMMISSION

Pursuant to Utah Code Ann. § 63G-4-207 and Rule R746-1-108, Petitioner Idaho Public
Utilities Commission (“Petitioner”) hereby petitions for leave to intervene in this docket.
In support of this petition, Petitioner states as follows:

1. Petitioner is an arm of the Idaho legislature with regulatory authority over public
utilities serving Idaho residents.
2. Questar Gas Company currently serves residents of Franklin County, Idaho, under
Certificate of Public Convenience and Necessity No. 315 issued by Petitioner.
3. Pursuant to a contract for regulatory services between the Petition and the Utah
Public Service Commission (“UPSC”), the rates, charges, and service regulations the UPSC adopts
for Questar’s Utah customers also apply to Questar’s Idaho customers.
4. The legal rights and interests of Petitioner may be substantially affected by this
proceeding.

5. Petitioner has not fully determined the specific positions it will take or the relief it
will seek. Petitioner seeks to intervene for the purposes of protecting its interests and the interests
of Questar’s Idaho customers as they may appear.
6. The interests of justice and the orderly and prompt conduct of this proceeding will
not be materially impaired by allowing Petitioner to intervene.
