REQUESTING AN EFFECTIVE SEPTEMBER 23, 2003. BACKGROUND On August 21 , 2003, Verizon submitted its Tariff Advice No. 03-14 requesting Commission authorization to implement a $75.00 Administrative non-recurring charge in its Asynchronous Transfer Mode (ATM) Tariff. In this filing, the Company explains that this non- recurring Administrative charge will apply on a per-order, per-User Network Interface (UNI) or Inter-switch Signaling Protocol (IISP) when a customer initiates a change to UNI or IISP bandwidth, Permanent Virtual Circuits (PVCs), or class of service parameters and/or other service parameters that do not require changes in physical facilities and that can be provisioned by the Company without the dispatch of a technician to the customer location. Only one $75. Administrative charge will apply per service order regardless of the number of changes requested on that order. DISCUSSION Asynchronous Transfer Mode (A TM) is a telecommunications transport and switching service that provides for high-speed connectivity between Customer Designated Locations (CDLs) where conditions and facilities permit. ATM consists of two interfaces: User Network DECISION MEMORANDUM - 1 -SEPTEMBER 4, 2003 Interface (UNI) and interim Inter-switch Signaling Protocol (IISP). These interfaces are available in various configurations including port with access line connection and port only connection, with either incremental or full bandwidth. ST AFF RECOMMENDATION Staff has reviewed the filing and cost studies submitted by the Company. Because there are only a small number of customers subscribing to this service, the increased revenues are minimal and the Company is recovering its costs. Staff recommends approval of Tariff Advice 03-14 with an effective date of September 23 2003.
