INT-G-99-1 (Intermountain Gas) ANNUAL GAS TRACKER (PGA) On May 14, 1999, Intermountain Gas Company (IGC; Company) filed an Application with the Idaho Public Utilities Commission (Commission) for authority to place into effect new rate schedules that would result in an overall increase of approximately $9.6 million in its annualized revenues. The Company has requested an effective date of July 1, 1999. Paragraph XVI of the Company’s Application states This Application has been brought to the attention of Intermountain’s customers through a Customer Notice and by a Press Release sent to daily and weekly newspapers published in Intermountain’s service area. The Press Release and Customer Notice are attached hereto and incorporated herein by reference. The Commission’s Rules for Notice to Customers of Proposed Changes in Rates (including tracker rate increases) are set out in the Utility Customer Information Rules of the Commission, IDAPA 31.21.02.102 (attached). It appears that the Company has not provided the individual advance notice to customers required by Rule 102, but has simply done a press release and posted the notice in its offices. Failure to comply with the Commission’s Notice requirements can be grounds for returning an Application for incompleteness.
