RE:VERIZON NORTHWEST, INc. ADVICE NO. 03-09 TO CLARIFY THE
TARIFF, EFFECTIVE AUGUST 1,2003
On June 27 2003 , the Commission received this proposed revision to Verizon Northwest
Inc. tariffs to add and remove language to clarify conditions for application of nonrecurring
repair charges and grandfather unused rates for residence and business flat rated Remote Call
Forwarding.
Verizon proposes to: I) remove reference to "base rate area" in the definitions; 2) clarify
that local measured usage on "foreign exchange lines" rather than "off-premises extensions" will
be measured and billed as if the local calls originated from the primary service location; 3)
remove Miscellaneous Additions and/or Changes charges from "Facility Reservation" and
Touch Call" service; 4) clarify that Time and Material charges apply to work performed on
customer-provided facilities, and 5) change remote call forwarding conditions to establish that
only measured rates will apply to forwarded local calls and flat-rated service will only apply to
grandfathered remote call forwarding services. Many of the replacement pages also replace
Fred Logan s name with "Allan T. Thoms, Vice President of Public Policy and External
Affairs.
The only modification that seemed significant was the removal of flat-rated Remote Call
Forward, but Verizon advises that there are no customers currently using this product under
tariff. Verizon advises that flat-rate provisions should never have been filed originally.
