Comment: "I understand that IMG is filing for an increase to their "energy efficiency charge"
surcharge. I have been told in the past that this charge is mandated by the PUC, however,today IMG told me that this is a fee that they have implemented. They also said that the
increase they are asking for now is to start a commercial side to the program. I cannot opt outof this program, they said (for residential service). This year they have brought in $3.9 million,
$3.3 million went for actual expenses of the program. The literature I have read tells me thisprogram brings many millions of dollars into the coffers of IMG & Idaho Power. I believe the
City of Meridian received $100,000 for their new city hall. I believe there was an industrialplant near Burley or in eastern Idaho somewhere that received $500,000. Recent literature has
stated there are cities that are developing industrial areas and giving incentives out of thesefunds. (All of these examples may have been concerning Idaho Pow"
