On August 9,2019,Intermountain Gas Company ("Intermountain Gas" or "Company")
applied to the Commission for an order designating expenses associated with its 2017-2018
residential Energy Efficiency Program ("EE Program") as prudently incurred.
The Commission now issues this Notice of Application and Notice of Modified
Procedure, setting public comment deadlines and Company reply comment deadlines.
BACKGROUND
In Case No. INT-G-17-03,lntermountain Gas received the Commission's authority to
implement: 1) Rate Schedule EE-Residential Energy Efficiency Rebate Program, outlining the
offerings of the EE Program; and 2) Rate Schedule EEC-Energy Efficiency Charge ("EE
Charge"), establishing a per therm charge to fund the EE Program. See Order No. 33888;
Application at 4. The EE Program is funded through collection from customers via the EE Charge
of $0.00367 per therm. Application at 5. Both Schedules became effective October 1,2017 . Id. at
4. The initial period for both Schedules ran from October 1,2017 through December 31,2018
("Initial Period").,1d.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that during the Initial Period, the Company's
expenditures related to the EE Program were $l ,496,198. Id, at 5. Of this amount, $1,227,650, or
approximately 82Yo, was paid directly to customers for energy efficiency related rebates. Id. The
remaining $268,548 was used for labor, program delivery, and a conservation potential
assessment. Id. at 6.

YOU ARE FURTHER NOTIFIED that the Company's revenues related to the EE
Charge were $ I ,1 85,328 during the Initial Period. Id. at 5.
YOU ARE FURTHER NOTIFIED that during the Initial Period, EE Program
expenditures exceeded EE Charge revenues by $3 10,870. Id. at 6. The Company plans to defer the
balance of the EE Program expenditure incurred during the Initial Period. 1d. Additionally, the
Company will seek adjustment of its EE Charge rate for future periods through a separate
application . Id.; See INT-G- I 9-05.
YOU ARE FURTHER NOTIFIED that the Application and supporting documents
have been filed with the Commission and are available for public inspection during regular
business hours at the Commission's office. The Application and supporting documentation are
also available on the Commission's web site at um,rv.puc.idaho.gov. Click on the "File Room" tab
at the top of the page, scroll down to "Open Gas Cases," and then click on the case number as
shown on the front of this document.
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter and will proceed under Modified Procedure
pursuant to Rules 201 through204 of the Idaho Public Utilities Commission's Rules of Procedure,
IDAPA 31.01.01.201 through.204. The Commission notes that Modified Procedure and written
comments have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by no
later than December 1612019. The comment must contain a statement of reasons supporting the
comment. Persons desiring a hearing must specif,rcally request a hearing in their written comments.

Commission will consider them and, in its discretion, may set this matter for a formal hearing.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, including ldaho Code
$$ 61-301 and 61-501-61-503. The Commission may enter any final Order consistent with its
authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01 .000 et seq.
ORDER
IT IS HEREBY ORDERED that this case be processed under Modified Procedure
(IDAPA31.01 .01.201through.204).lnterestedpersonsshallhaveuntilDecemberl6,20l9tofile
comments in this case.
IT IS FURTHER ORDERED that the Company shall have until December 30, 2019 to file
reply comments, if any.
