On January 25,2019,Raul Mendez filed a complaint with the Commission against
Intermountain Gas Company ("Intermountain Gas"or "Company")alleging the Company
wronglyapplied a $14.00 Account Initiation Charge to his account,that the Company violated the
Fair Debt Collections Practices Act,and that Commission Staff violated his right to due process
("Complaint").
On March 5,2019,Commission Staff presented its February 28,2019 Decision
Memorandum regarding the Complaint to the Commission at the Commission's regularly
scheduled Decision Meeting.Staff represented that a copy of the Decision Memorandum had been
provided to Mr.Mendez and that he was aware it would be discussed at the Decision Meeting.
Mr.Mendez was not present at the Decision Meeting.
Now,the Commission issues this Order directing a Summons be served on
Intermountain Gas,and setting response and reply deadlines for the parties.The Commission also
encourages the parties to meet informally to continue efforts to resolve some or all of the issues.

ORDER
IT IS HEREBY ORDERED that the Complaint be processed as a formal complaint
under Commission Rule 54,IDAPA 31.01.01.054.
IT IS FURTHER ORDERED that the Commission Secretary serve a Summons on
Intermountain Gas requiring the Company to respond to the Complaint within 21 days of service
of the Summons on the Company.
IT IS FURTHER ORDERED that Commission Staff also respond to the Complaint
within 21 days of service of the Summons on the Company.
IT IS FURTHER ORDERED that Mr.Mendez reply to the Company's response and
Staff's response within 14 days of the response deadline.
