INT.G-I6.02 STAFF'S REPORT ON RECONSIDERATION MEETING AND PROPOSED SCHEDULE Street Address for Express Mail 472W, WASHINGTON BOISE, IDAHO 83702-5918 Attomey for Commission Staff BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION ) ) ) ) ) ) ) On May IS,20lT,Intermountain Gas Company timely petitioned the Commission to reconsider Final Order No. 33757 relating to: (l) the data input into Staffs weather normalization model; (2) the Commission's preference for Staff s weather normalization model over the Company's model; (3) the disallowance of certain affrliated operations and maintenance (O&M) expenses; and (a) the disallowance of incentive compensation. On June 15,2017,the Commission granted reconsideration as to these four issues, and directed the Company, Staff, and other parties to meet in an effort to narrow disputed facts and issues and explore settlement possibilities. The Commission also directed the attendees to report back to the Commission with a recorrmended schedule for any further reconsideration proceedings. In furtherance of that Order, Staff submits the following report. On June 22, 20t7, representatives of Staff, the Company, the Northwest Industrial Gas Users (NWIGU), and Amalgamated Sugar Company met as directed by the Commission. Based on that meeting, the parties agreed (or at least did not object to) the following proposed schedule: STAFF REPORT ON RECONSIDERATION MEETING AND PROPOSED SCHEDULE Issues L and 2 (weather normalization): Staff and the Company request additional time to meet and confer about this matter, with the Commission allowing them flexibility as to meeting times. The other parties did not object to this recommendation. Staff and the Company would continue to diligently work to narrow the facts and issues and potentially explore settlement possibilities, and would report back to the Commission on their progress in time to allow the Commission to schedule and complete any further process desired by the Commission (e.g., hearings, filing comments or briefing, etc.) by August 17,2017 (the deadline by which reconsideration procedures must end). The Commission would still have 28 days from then to issue its final order on reconsideration. Issues 3 (disallowance of affiliated expense charges) and 4 (disallowance of incentive compensation expenses): NWIGU and the Company recorlmend that these issues be addressed through Modified Procedure, and believe an additional hearing before the Commission will not be required for these two issues. NWIGU and the Company agreed that the Modified Procedure schedule for addressing Issues 3 and 4 should be as follows: o June 30. 2017: Company files its written comments, including any additional direct evidence, exhibits and/or workpapers regarding affiliated expense charges and incentive compensation; o July 28. 2017: Other parties file responses, if any, to the Company's comments; August 15. 2017: Company files reply, if any, to other parties' responses.
