On September 2, 2016, Federal Executive Agencies moved the Idaho Public Utilities
Commission (Commission), under Commission Rules of Procedure 19 and 43.03 and Idaho Bar
Commission Rule (IBCR) 227, for an Order approving the limited admission, pro hac vice, of
Andrew J. Unsicker, Lanny L. Zieman, and Thomas A. Jernigan in this matter. The Motion was
signed and attested to by local counsel Jefferson H. West of Boise, Idaho (Idaho State Bar
License No. 6306).
In the Motion, Mr. Unsicker, Mr. Zieman and Mr. Jernigan certify that they are active
members in good standing of their State Bars who maintain the regular practice of law in Florida.
They further declare that they are not Idaho residents or licensed to practice law in Idaho.
Mr. Unsicker, Mr. Zieman, Mr. Jernigan, and Mr. West certify that a copy of the
Motion has been served on all other parties to this case, and that a copy of the Motion,
accompanied by a $325 fee and certificate of good standing for each applicant, have been
submitted to the Idaho State Bar. Mr. West acknowledges that his attendance shall be required at
all Commission proceedings in which Mr. Unsicker, Mr. Zieman, or Mr. Jernigan, or all of them,
appear, unless specifically excused by the Commission.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion and applicable rules,
including IBCR 227 and Commission Rules of Procedure 19 and 43.03, IDAPA 31.01.01.019
and 043.03. Based on the filings of record and certified representations of Mr. Unsicker, Mr.
Zieman, Mr. Jernigan, and Mr. West, we find that reasonable grounds have been demonstrated to
justify the granting of limited admission of Mr. Unsicker, Mr. Zieman, and Mr. Jernigan as legal
counsel for the Federal Executive Agencies. We further find good reason to excuse the
appearance of Mr. West in further proceedings in this docket unless needed by Mr. Unsicker, Mr.
Zieman, and Mr. Jernigan.

CONCLUSIONS OF LAW
The Commission has jurisdiction in this case and over this Motion pursuant to Idaho
Code, Title 61, and the Commission's Rules of Procedure, 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the Motion is granted; Mr. Unsicker, Mr. Zieman,
and Mr. Jernigan are hereby granted limited admission as legal counsel for the Federal Executive
Agencies.
IT IS FURTHER ORDERED that the attendance of Jefferson H. West is excused
from all further proceedings in Case No. INT-G-16-02 unless needed by Mr. Unsicker, Mr.
Zieman, and Mr. Jernigan.
