GNR- T -02-04; APPROVAL OF CPCN FOR COMPUTER INTELLI- GENCE , INc., CASE NO. GNR-02- On February 28, 2002, Centel Communications, Inc., filed an application for a Certificate of Public Convenience and Necessity to provide basic local exchange service within the State of Idaho. Centel specializes in service by the resell of business, residential and public access lines, and intends initially to resell business, residential and PAL lines within the state. On February 19, 2003 , the Commission issued a Notice of Application and Notice of Modified Procedure to process Centel' s Application. During the written comment period established by the Commission, written comments were filed only the Commission Staff. Staff reviewed the Application and infonnation provided by Centel, noting that the Company primarily operates in a relatively small niche of the telecommunications market, providing service to independent payphone service providers. Staff stated that competition in the provision of PAL lines may help stem the rapid decline in the number of payphones, which would be in the public interest. Staff recommends the Commission approve the Application of Centel Communications, Inc. for a CPCN. On October 7, 2002, Computer Intelligence , Inc. filed an application for a Certificate of Public Convenience and Necessity to provide local exchange services in the State of Idaho. cf proposes to provide service pursuant to an existing contract with the United States Anny Reserve Command in Boise, Idaho Falls, Rexburg, and Twin Falls. The Company states that contracts with HUD and the US Navy are also anticipated. On March 10, 2003, the Commission DECISION MEMORANDUM issued a Notice of Application and Notice of Modified Procedure to process the application filed by Ceo During the comment Period, written comments were filed only by the Commission Staff. Staff noticed that Ce targets federal, state and local governments and may provide service to business customers and then residential customers in the future. The Company proposes to resell Qwest services without using its own network facilities. CI2 submitted all of the infonnation necessary to process the application. Staff recommends the Commission approve Ce, application and issue a CPCN to CI Commission Decision Should the Commission approve the application of Centel Communications, Inc. for a Certificate of Public Convenience and Necessity to provide local exchange services in Idaho?
