DECISION MEMORANDUM
TO: COMMISSIONER KJELLANDER
COMMISSIONER REDFORD
COMMISSIONER SMITH
COMMISSION SECRETARY
COMMISSION STAFF
LEGAL
FROM: KARL KLEIN
DEPUTY ATTORNEY GENERAL
DATE: AUGUST 14, 2014
SUBJECT: INTERMOUNTAIN GAS – 2014 PGA FILING (CASE NO. INT-G-14-01)
On August 8, 2014, Intermountain Gas Company filed its annual Purchased Gas Cost
Adjustment (PGA) Application and asked to increase its annualized revenues by $6.7 million, for
an overall average increase of about 2.64%. See Application at 2, and Customer Notice and
News Release. The Company says if the Application is approved, residential customers using
gas for space and water heating will see a $1.89/month (3.81%) average increase, customers
using natural gas for space heating only will see a $1.40/month (3.64%) average increase, and
commercial customers will see a $0.31/month (0.15%) average increase. See Customer Notice
and News Release. The Company says the proposed changes will not affect its earnings. Id. at
2. The Company asks that the Commission process the Application by Modified Procedure, and
that the new rates take effect October 1, 2014. Application at 10.
STAFF RECOMMENDATION
Staff recommends that the case be processed by Modified Procedure, with comments
due by September 17, 2014. A workshop is probably unnecessary.
Staff notes the Company’s customer notice and press release advised customers that a
copy of the Application “is available at the Commission’s office and . . . on Intermountain’s
website at www.intgas.com,” and that Rule 125.01.c and 125.04 state that the notice and press
release must say the application “is available . . . at the offices of both the Commission and the
utility. . . .” Staff understands that the Company does not make a physical copy of its
Application publicly available at its offices because the Company’s offices are not open to the
public. Staff thus recommends the Commission deem the Company’s posting of the Application
DECISION MEMORANDUM 2
on its website to substantially comply with the rules requirement of having a copy of the
Application available at the Company’s office.
COMMISSION DECISION
Does the Commission wish to process this case under Modified Procedure, with
comments due by September 17, 2014?
Does the Commission deem the Company’s posting of its Application on its website
to substantially comply with the requirement to make the Application available at the Company’s
office?
