This request is for an approximate 22% reduction in rate, due to the decreasing price of Natural Gas. My question for the Commission (and Intermountain Gas Co.) is that over the last year Natural Gas has decreased in price from over $8 dollars to under $3 currently (over 50% cheaper). And Natural Gas was priced upwards of $12 to $16 last year, however due to leveraging Intermountain Gas did not pay the upper end of the price swing. Now that Natural Gas is under $3 (*subject to price swings in the market) why is Intermountain Gas only passing on a 22% reduction, when the price is well below 50% cheaper ($8 vs $3) than last year?
