Concerns regarding rate increase. Is the company managing it gas purchases efficiently?
1. Rocky Mountain gas is overly abundant and prices in the area are signficantly below
Henry' s Hub postings. The prices have been in the mid $2 range for a while. Furthermore,
short term purchase prices are significantly lower--it is almost being given away in some
areas . City Gate prices for Idaho are about a dollar higher (Which brings up the question is
the gas price quoted by Intermountain City Gate? If so why are their distribution costs so
much higher than other companies in other states?) 2. When prices where this low back in
2001-2002 the retail price was down closer to $7 or even less. Why during low demand season
is Intermountain Gas paying so much or not forward purchasing in such a way as to make their
average price substantially below the $4.8+ they are using.
3 . Given we do not have a decontrolled market as is present in other states what incentive
does the company have to minimize purchase costs ?If they have such a high fixed tariff rate
what does the PUC do to encourage lowest price purchases or to penalize overpaying?
In short I believe the reduction is not enough given current market conditions and question
the gas purchasing methods done by the utility and approved by the PUC. I would encourage a
larger increase and a large incentive for lower price costs during the economic downturn/gas-
glut period.

I would encourage you to accept the proposal to lower rates. I do not have enough
information to comment on whether it is too much or to little. No doubt the company will
justify their position.
On another subject what is being done to set the rates for natural gas that will be used
for transportation.
I favor the way Utah has done it with the company providing the infrastructure and all
rate payers paying for capitol costs as all will beni fi t from cleaner air and use of domestic
fuel

For the last several years, consumers have paid outlandish prices fo~ gasoline and natural
gas. These increased prices, we were told, resulted from increased demand. We are told that
supply was low due to high demand, and that drives up prices. Well, if this fundamental
supply and demand equation truly drives prices, then there should be, without question, a
reduction in price of natural gas prices for home heating. We have an absolute glut of
natural gas, last I heard it was something like the largest supply since 1990. This abundant
supply should allow for prices to fall if the fundementals of supply and demand, and
capi tolism for that matter, actually apply to the petroleum industry. For too long, the
consumer has seen their prices rise due to . demand i but not fall after demand drops and
supplies rise. This price reduction better take place or Intermoutain Gas is simply robbing
it's users.
