I find it extremely suspicious that Intermountain Gas is seeking this cost increase after
two years of DECREASES , with the increase immediately following the purchase of the company.
I HIGHLY applaud your examination of the purchasing policies, and suggest that extra scrutiny
be given to this matter.

Intermountain Gas has not filed a General Rate Case since 1985. This is allowing them to
continue to receive a much higher return on equity 15.75% and Rate of Return of 12.342%. They
should be required to file a new case to bring their returns in allignment with the other
Utili ty Companyies in Idaho who receive closer to 8% rate of return and 10% return on equity.
Their excessive rates of return are causing a hardship on their customers. Where are the
advocates for Residential customers during this case and who do I need to contact to get
their attention?
Now INT is asking for an 18% increase of which I would be required to pay an additional
$12.30 per month. I feel this is very excessive as I just read Avista has changed their
filing from requesting 14% to 4%.
I feel it is time to bring in Intermountain Gas for a full accounting of their business
practices and review of the Rates of Return.
