Dear Sirs,
Reference an aricle in the Idaho Statesman on September 10, 2008, concernng an application
for a rate hike for Intermountain Gas Co.
It seems that every time one of the utilties have some sort of an improvement issue they want
the public to pay for that improvement. When a private business desires to expand, or improve
their facility they must finance it on their own then recover their investment over a period of
time from their normal proceeds.
The aricle in the paper stated, "The money would go to meet natural gas costs and canot be
used to increase the company's profits." Franly, I find this diffcult to believe. If the gas costs
more I dare say the increase wil also experience sae percentae of profit margin as it did to
begin with.
There are a lot of people on fixed incomes. Incomes that do not increased when the cost of
living increases. There are a lot of folk who have lost their jobs, experience a decree in their
monthly income and some of those folk are even loosing their homes. It only seems right that
these utilities nee to share in the loss of income with the rest of the business world.
Idaho Power has also asked for a raise in rates. I believe they have asked for 10%. I know it is
only 12% that Interountain Gas is asking for. Groceres, fuel, medical expenses, have all
increased also. This adds to the diffculty that may folk are facing today.
Please take all of this into consideration when you consider these requests for increases in fees.

I would like to say that we are already paying too much for our utilities. I do not wish to
pay more for an i anticipated' increase in costs, as they may not increase and we will all pay
extra anyway. I am going to have to look at even more ways to cut my own bills, after going
all summer without using my air conditioning once. I have barely watered my yard enough to
keep it alive, and I plan on heating to a bare minimum this winter. I use the lights as
little as possible, and am going to make even more cuts to my phone bill. The County raised
my property taxes last year, more than doubling them to almost $6999 and I can barely make
ends meet now. My next choice will be selling and moving if it gets worse. I am not the
only one who is on this tight of a budget. Also, you may not get many comments on this
subject because the comment form is not easy to find. Thank you for considering my comments.

With most of we retired seniors living on fixed incomes, an increase of 18% to heat our
homes is extremely difficult to handle. If we are fortunate Social Security will go up 2 -
3%. That is a long way from 18%. They can pass on cost increases--we can't! Surely the gas
company could drive better bargains from their suppliers.

I have been retired for 18 years and since that time I have had numerous rate increases ( &
some decreases) from all utilities.
This latest request for Intermountain Gas Co. for 18% really hits hard on the retired people,
who if all are the same as I am, only get a Social Security increase which does not cover any
expense increases. Therefore I suggest that this situation that retirees
are in should not be over looked. Thank You.

We are on a limited income and a large increase in natural gas will be a hardship for us.
Yes they are eligible for an increase but NOT such a huge one. Everyone is suffering from
the jump in gas prices, power, food, dr bills, and on & on. We don't understand why rate
increases have to be so large. Is this because of the change in ownership??? We would like
to demand a 15% increase in our wages but thats not going to happen. We're just going to
fall farther & farther behind. We can i t walk to work so we' 11 have to eliminate an expense
somewhere else......... how about cutting back to 1 meal a day and 1 load of laundry a
week???? Idahoans who earn less than $60,000 a year NEED HELP!!! And we don't see any on
the horizon!

I would hope that any increase ìn customer charges is based on actual known cost not on
anticìpated cost. What method would be used ì f costs do not reach the requested increase? Do
not allow the new owners of the Gas Company to start theìr tenure with increase after
ìncrease lìke the power company (Idaho Power) does!! Vote No!!

A monthly increase of 18% when natural gas prices are falling as we speak. Is the natural
gas being delivered to my home going to a better quality? Is it going to burn cleaner? I
don i t think so. My wages are not going up 18% per month and I don' t know anyone' s who is. I
think this amount of an increase is highway robbery and it is only being done because it CAN
be done. The gas company employees don i t deserve any more of a raise than I do and I can' t
just tell my employer that my wage will from now on be 18% higher.

While I understand the need to plan for future raises in prices, the proposed Intermountain
Gas price increase of 15-18% seems over-the-top! I would not be opposed to a small increase,
say 5% which is consistent with current cost of living but the increase requested by Int Gas
is execessive. I am also suspicious of this large increase since I understand Int Gas has
been bought by an out of state company. In talking with my neighbors I have found a very
consistent agreement with the above. I hope you will take these thoughts into account when
you make your decision. Thank you for your time.

As a retired fixed income resident of the State of Idaho I oppose the above referenced
natural gas increase of 15 to 18% percent.
I have two question regarding this increase. Does this increase have any relationship with
the increase of new home construction and their demand for natural gas, is this the supply
issue? Further, explain the increase in the cost of transportation, where? and how?

I find the Intermountain Gas rate increase to be excessive and ridiculous. At a time when
many families are finding great di fficul ty in making ends meet they demand a 15-18% rate
increase! If granted, can you please tell me how the state will monitor whether the funds
from the increase are used for salaries or the purchase of equipment? Perhaps Gene Fadness
and the IPUC will personally conduct an audit?
