Said notice sets forth the usual commentary about all the reasons why said increase is necessary, but with one comment that in my view, speaks volumes. Quote: "This increase will only cover the increase of the cost of gas and will not affect the Company's profit. II Profit? How much profit? Enough to increase dividends to shareholders over last year? Enough to hand out salary increases to employees? Enough to increase benefits to employees? Enough to give bonuses and incentives to employees? And what kind of salary increases and incentives wil the corporate offcers receive? I am appalled at the greed of corporate America in this country today. Several weeks ago Exxon announced quarterly net profit of almost 12 bilion dollars, yet their stock price went down because their profitability failed to meet "analysts" (and investor) expectations resulting in a sell off. It would appear too Intermountain Gas wants to preserve their profitabilty at the expense of users. Users whose income has been adversely affected by much higher energy, food, and consumer goods costs. How many Idaho workers have had a raise in the last year? How many of them have seen an increase in their share of health premiums? How many of them have been asked to take a pay cut in order for their company to survive? How many of them have lost their jobs? i can say that I have not had a raise in the last year. I have had increases in my share of health premiums in the last year, and i have indeed taken a recent pay cut. I stil have my job, but believe me when I tell you i do not have a sense of "job security" . Recently when I contacted Cable One about yet another rate increase from them this year, the person who took my call to explain the increase was in part sympathetic when she said, "we're all in this together." I wonder, are we? If Intermountain Gas can answer "Yes" to any of those questions posed at paragraph 2 above, then my recommendation to this Commission is "No" as to that portion of an approved increase that would enable them to preserve their profitability for the monetary benefit of their employees and corporate offcers, as well as any increase in dividends to shareholders. However, if such is not the case, very well, I suppose then i feel better with the knowledge that, "we're all in this together." However, I strongly oppose a Surcharge rate increase and believe any rate increase must be indexed to gas consumed/used. Why should a customer who uses 45 therms/mo for space and water heating pay the same Surcharge as the customer who used 85-100 therms/mo? A far better way to generate the needed revenue and encourage energy conservation is to grant a rate increase based solely on utilization. I do not believe that 15% equates to a $7.90 per month increase or 18% equals a $12.30 increase. Based on the last two years October to March billings, a 18% increase would be an additional $21.96 per month for my home. Thats unreasonable I It seems that Intgas and Idaho Power just take turns requesting increases. Wonder why they never ask for increases at the same time? Whose turn is it next? I lost track. I understand a 1 or 2% increase due to inflation, but not a flat rate hike like I heard of $8-$12 a month. Billing more for those who are using more or excessively is understandable, but why is there not a reward for those who are conserving and using less? My two children and I have take steps to decrease our bill and usage for the past 4 months. It shows in our comparison from last year, so why aren't we awarded with some time of rebate? Policy should always reward the desired behavior and have consequences for those who chose not to conform. lets start being proactive about reversing the situation and stop being for profit seeking. Heating our home is something we have to do. We already keep our thermostat down. The irony is that they have built all the houses to use natural gas and run TV ads to get people to switch over if they have other sources of heating. This is pretty close to being the straw that broke the camel's back. Please keep in mind the poor and middle class wage earners. Thanks. There will be more people who will likely get behind on their monthly utility bills as a result of this large of an increase. This also comes during a time when funding for energy assistance programs (those programs that help low-income people and elderly on fixed incomes to be able to pay their utility bills) has either been cut, or has remained stagnant. Currently, there is not enough funding to help all those who need help. I understand that Intermountain Gas needs to be able to pay for their costs. But because of the economic situation people are dealing with, it might be more prudent to compromise; allow them a smaller increase instead. Thank you. I also understand that this gas is not exposed to sale in foreign markets. If I am correct,why should the price of this product fluctuate as wildly as it has. Fixed costs should already be well established and lack of competition should keep the price to consumers down if properly regulated.I think it is highly suspicious that the proposed increase comes so quickly on the heels of the acquisition of Intermountain Gas.I have no interest in making the officers of the acquiring company richer than they already are. In that regard, I trust that the commission will do it' s best to ensure that what ever increase is granted is based on demonstrated facts and not gas company created facts. I do have a problem with having a two tiered rate for residential use. Am I the only person to recall when Intermountain Gas encouraged us to use gas for both water and space heating by giving those who did that a lesser rate than those who used gas for only one purpose. The idea was that they could sell dual users more gas at the same expense associated with those customers having a single use. Now they want to penalize those of us who responded to their urgings by converting to gas water heaters and space heaters. I don't believe that it costs more to deliver gas to my residence for both uses that it does to my neighbor's house who uses gas space heating only. Ergo, they are already making more profi t from me than from my neighbor. I strongly urge that you disapprove this part of the rate increase request. I am tired and frustrated of all the recent price increases to our utilities. Specially with wages in Idaho, we can not keep increasing everything from groceries to gas and then our utilities. These are not luxury needs, they are necessities for life. We already can' t afford our heating bills in the winter months and we keep our heat around 67 degrees which is not a comfortable temperature as it is. I work for Health and Welfare and the amount of people who are calling in for utility assistance is increasing. Most of them we have to turn away because non-profit organizations funding has ran out. Even when they do have funding it runs out quick and can not possibly help everyone. I am tired of seeing families suffer. Seniors who live on a fixed incomes and family's who are at or even above the poverty levels can't afford this. This gas company should make internal cuts like other businesses do. One being the yearly funding they do for their employees and families to go to Boondocks. I am sure this costs a pretty penny. Or lets check out what the top executives are making yearly in income. They just keep passing on their increases to their customers and it' s not like anyone has a choice to change to a different gas company. It's wrong. We should be taking care of our people and not allow for anyone to be cold. Gas rates have been declining steadily from their highs just a month or 2 ago and are approaching the average price per therm for all of 2007. A recent report - June 11, 2008 - by the Energy Information Administration states that gas production in the lower 48 states is seeing a huge upward shift that is expected to continue. At the same time gas use is holding relatively steady. Very large deposits in shale have been found in the Midwest and East and horizontal drilling techniques have been developed that allow these deposits to be exploited. I think it is premature for an increase to be considered at this time until the current trends in production, pricing, and use has played out further. Please describe your comment briefly: When raising residential gas bills, please consider seniors who live only on a small social security check. Try living on a small monthly SS check when you have the same bills as everyone else, including families that have two incomes. Please give us seniors a break... everything has gone up and keeps going up except our income! Also, older people are more susceptible to illness when winter comes, yet I'm sure, like me, they keep their homes cooler just to try and keep the heating bills down. This just isn't right.
