RE: Rate hike request

Dear Sirs:
I read with interest in the newspaper dated August 16, 2008, of a
request for a rcite hike based on a volatile market. As I read the
article, I learned that costs have not gone up yet but might go up.
This is a request based upon an event that MIGHT happen in the
future but has not happened yet. The request to fund a possible
increase would be like asking the taxpayers to increase their taxes in
case we go to war with Russia, since the political environment is also
very volatile.
Please be sure that only profit/loss statements and increased costs at
the source are the only reasons that customers wil "buy" for a rate
increase.
