SUBJECT:LESEBERG COMPLAINT AGAINST INTERMOUNTAIN GAS CO.
CASE NO. INT-07-
On April 16, 2007, the Commission received a formal Complaint from Tessa
Leseberg. The Complaint objects to a one-year estimated and corrected billing from
Intermountain Gas in the amount of $496.76 for her elderly parents ' residence in St. Anthony,
Idaho. On May 22, 2007, the Commission issued a Summons to Intermountain Gas, directing
the Company to file a written Answer to the Complaint.
On June 12 2007, the Company filed its written Answer, stating that in January 2007
the Leseberg s meter was discovered to be progressively slowing down over a period of time due
to a broken wriggler, the linkage between the meter and the index, and was replaced. As a result
of the improperly working meter, the Company estimated the Leseberg s gas usage and sent a
corrected bill in the amount of $496.76 for a twelve-month period. The Company stated it
disagreed with Staffs alternate calculation of the one-year corrected billing, done during the
informal Complaint proceedings for this matter. Consequently, the Company developed a new
calculation resulting in a corrected billing of $499.86. The Company requested in its Answer
that the Lesebergs be directed to pay the $499., and that the Complaint be dismissed without
further action by the Commission.
DECISION MEMORANDUM
STAFF RECOMMENDATION
Commission Staff has reviewed the filings in this matter and wishes to participate as
a Party in this case pursuant to Rule 37 and 38. IDAPA 31.01.01.037 31.01.01.038. Staff
would like to conduct discovery and file comments and/or testimony. Staff recommends that the
Parties conduct an informal pre-hearing conference, where a procedural schedule for the
remainder of this case can be developed and submitted to the Commission for approval.
COMMISSION DECISION
Does the Commission wish to direct the Parties (the Lesebergs, Intermountain Gas
and Staff) to conduct an informal pre-hearing conference in order to develop a procedural
schedule for this case and then submit the same to the Commission for approval?
