It is our understanding that Intermountain Gas has partitioned the
, State of Idaho for a 320/0 increase in our gas bill to heat our
homes.
Homeowners are experiencing a-~ig deficit in our household
accounts. It is to the benefit of all of us to help hold increases to a
minimum. Schoolteachers are taking cuts, Micron employees are
laid off or taking cuts. The majority of all business we work with
is seeing a big decline. Weare seeing increased expenses in all
fazes of our economy. We have just had a sales tax increase.
N ow is NOT the time to IN CREASE THE BILL ON OUR
HOME HEA TIN G EXPENSE.
This increase is going to happen to all
the P.C. (Idaho Public Utilities COITIIlllSSIVlJ.j b-
, 2003. We have an opportunity to stop this increase if we au a~..
now bye-mail or sending letters such as this NOW.

Actually, it makes me angry! I have to raise my prices in order payfor YOUR price increases. Why don t you look into scaling down your budgets and cuttingout waste , such as I have had to do , instead of increasing prices again. Granted , lastyear I s rate decline was nice but it just brough rates down to something manageable. Iconverted my house to gas for the comfort and relati ve inexpensi ve rates--not to have mymonthly bill increased all of the time! ! !PLEASE THINK HARD ABOUT THE DECISION TO RAISETHE RATES. My family doesn t have an endless supply of money. You might think $18 a
month doesn t hurt but believe me , we feel the impact.

This price hike is not realistic! Their solution to the price increase to spread it out over the summer months. This is not the solution. I could understand 10 to 15 percent price hike. Many elderly and low income people can not afford hikein the price. The gas company really never gave a good reason for the increase in price. They ought to eat some of the higher prices just like everyone else. I was surprised to hear that themeeting was held at that time. When I first heard about their request for a rate increaseI was determined to go to the meeting a make a public comment. However I never heardwhen the meeting was going to be held. The week it held was during the high schoolgraduations of every high school in the Boise and Meridian area. I m not sure aboutoutside of this area. My big concern is why would anyone who wanted honest feedback fromconsumers would hold a public hearing during that week. Probably one of the busiest weeksof the year.
I am filing a formal protest of two things: one is that the meeting was held wi thout
consideration of other public aci tvi ties which impacted the lack of attendance and two
about the proposed rate increase. My natural instinct is to be awfully suspicious of that
type of a meeting setup. I would hope that as public officials you would have theprofessional standards to hold those meetings that affect so many people at time when
there are not maj or interferences. Unless you did that on purpose to lessen the potential
of complaints about the increase. I deem this action highly suspicious. On the second
complaint , we need to see some hard evidence that Intermountain Gas will suffer
substancial economic harm if they don t get the rate increse. Who is looking at theirbooks. Why couldn t they plan for the future better? The valley s economic condi tions
and in fact , all of Idaho is still in a down turn and this is the time for them to look
their company infrastructure and see where they need to trim the sails as all of us have
had to do these past two years.
Please take this as an official complaint regarding the timing of holding the meeting and
I am agianst any rate increase.
Thank youJoe C. Packer
