I would like to see them get a smallerincrease right now so as not to "shock" the consumer as much during these tight economic times , and if they can prove in say 6 month time that they did not get enough of a raise for their product , then they can again submi t for a raise. This would enable them to get their raise and the customer would not be confronted wi th another possible large increase for this product. Again , thanks for letting us make our comments. We try to be frugal in our use of natural gas. Based on our 2002 usage , theincrease would amount to $13.47 a month. Based on the first five months of 2003 , theincrease would amount to $13.81 a month. I am retired wi th a limi ted income. They should beallowed to have quarters where a financial loss occurs. I understand allowing for rateincreases to avoid bankruptcy (assuming there is good financial management), but askingfor increases prior to such potential losses occuring might be jumping the gun.Second I seem to recall rates getting increased significantly around the time of the Enron scandal for reasons of tight supply. My understanding is that now the supply seems okay but production costs are going up. Is anyone looking at the upstream markets to make sure manipulation isn I t occuring? Third I would rather see IGC be focusing on conservation efforts instead of increasing rates whenever costs go up. Maybe formulate some sort of incentive to reduce consumptionyear to year? Or increase energy efficiency of appliences and insulation? Those would all go a long way to reducing dependance on natural resources that will eventually be depleted. I hope that the commission will consider having IGC share some of the risk of potential increases of costs , or a smaller increase wi th a chance at a 2nd increase or reduction once the future is clearer , or both. Why pay 2 people if you can get both items from one company? Wood stoves wou ld make a come back and so would pellet stoves. Also there wou ld be more families in the winter time with children who live in cold houses. The job market today is extremely poor. More families have one parent with out a job. Raising the gas prices would only hurt these families. I am anew user of Intermountain Gas Company I s services. I researched the costs involved for thechanging of my furnace along wi th the costs of the gas. I was told that this was such great way to heat the house since the cost of gas is about less than electrici ty andjust more cost effective. The salesman made the comment that they Idaho Power Companykeeps asking for increases in rates but Intermountain gas never increases their rates byany more than 5 to at a time and even then , not very often. This helped persuade me spend the money to convert over to natural gas. It was not a cheap process as I had topay to have the line brought to my house which was in excess of $3500 for the line alone. Wi th all businesses cutting costs and employees I am amazed that a company who serves the communi ty would request such a large increase. How will this effect the people who are already struggling to make ends meet on unemployment? Shouldn t this company have to take some lumps and increase rates only enough to cover the absolute necessary costs? Under no circumstances should they be allowed to budget for an addi tional profi t. Not in these economic times. I urge you to vote against this proposed rate hike lncrease. Transaction ID: 5291707. Now , with all that said , where would increase make sense. Iunderstand the need for some increases on occasion. This seems too drastic and will forcemany people to burn more in their fireplaces. I don t think that air pollution would bea goal ei ther.
