I thinkthat the average utili ty user cares about the increase but does make the time or effort protest by attending the meetings. I do have the time to wri te an email response. I feel that the rate increase is too much but I do not have sufficient information to knowwhy Intermountain Gas is requesting such a large increase. Is the rate increase for alegi timate reason. I think that we as the customer of the utili ty have to depend upon theboard members of the PUC to determine for the general public what is a reasonable rate ofreturn for the company. Should a rate of return be to 20 What costs have gone upso much that would require a 33 to increase. We in the business world do not havethe abili ty or luxury to raise our rates that much and still be competi ti ve. However , We
are not pri vy to the fincial figures of the company. In the back of my mind , the size of
this increase is too much. I hope that they are not playing wi th the numbers similiar
an Enron and di verting the profi ts to partnerships controlled by the owners of the gas
company such as what happened to Enron.
To sum up my comments , we have to rely on the PUC to determine whether this increase
jus ti fied.

Since the greatest financial impact on Intermountain Gas would be as the weather cools
would suggest that you rej ect their present request and wai t until demand for gas
present , and then reconsider a request.
