consumption has also decreased. Understanding growth etc.. Has effected
consumption , Utili ty companies have gotten larger but maybe they have not
been effecti ve run/managed and have not been held accountable enough to us
consumers I would like to get these concerns to the commissioners. I would
HOPE that proper moni toring and regulation would become more effecti ve inprotecting us the consumer they benefi from. I apologize if you are not the
correct person to contact. I saw the "Consumer Assistance Section , and made
the I might get this in the right hands. I ll admi I am nai ve about the your
whole process , but I see a necessi ty to get educated in an effort to see if

For severalyears I delay payment until end of February or March , which at that time I pay the total due for the winter. I havenever been disconnect or have a problem such as that nature. I talk with a person in billing. She told me that could not do that this year and that I would be disconnect. I told her that I have done it in the past.She stated , "This year you will be disconnect , I cannot help you.I was a little shocked. She went on to say, "you have little kids , I can hear them in the back ground.Yes , I doWell in that case , I better transfer you.She transfer me to a different department that asked if I had children andother information. That done I asked her if I could make my usually payment in the spring. ", but here in anumber to call " she told me. I called the number , and to my amazement it was not the gas company, but theLow-income Home Energy Assistance. I told them sorry I must have got the wrong number from the GasCompany. The LI HEAP secretary, "no no you have reached the correct department."???? I was a little puzzled.You can t pay your bill " she questioned. "I will have to call you back thank you I replied.Ali i was trying to do was get a payment agreement will the Gas Company.I call the Gas Company back and they asked for my customer number , I then started to tell her about thesituation. She interrupted me and said , "I see that you have the information about LIHEAP until we hear fromthem there is nothing I can do.What? I asked I am just what a payment arrangement.
You should have thoug ht of that before , I understand that Idaho customers are low-income and that we have to
be forceful but

At this point I interrupt her "What??"
I don t no why the state cut your low-income program but you better hurry and get the lotted money or be
disconnected. "

I was embarrassed and I felt wronged. However I did nothing. What could I do? Go through the circle again?
2nd If we are such a poor state as Intermountain Gas Company told me , and plans on the state of Idaho to help
its poor tax payers. Why is it asking for an increase , that they know the poor people cannot pay? Unless it plans
for the state to pay the difference?
3rd My bill has continued to go up, after increase and increase in rates. I have lowered my therms. In fact
lowered my therm this billing-cycle by 1 whole therm and it was colder this year! I wish the bill was lower for my
efforts.
