Comment description: r am absolutely against I.G. 's proposal to retain current rates in
order to build an $8.5 million cash reserve for the future. This is nothing more than
Creative Accounting " and does not directly face the issues at hand; for now or thefuture. Does Enron ' s practices ring a familiar note?
My vote is to not even consider this rediculous idea. Force them to do practice standardacounting procedures. By doing so, force them to lower the rates the expected 28.7% thisyear.
If they feel they have to raise their rates in following years, they will be faced with
practicing business in a straight forward manner. Methods that everyone, including the
PUC, understands. One that they can be held accountable for.
To put this proposal in perspective, think in terms of todays money, $8.5 million,
interest it will gain, and how much inefficiencies I. G. could get away with and for howlong.
Maybe I should try this tactic with my employer!I think I know what the answer would be.
In summary, no thanks!m not for their proposal.

we are paying for their poor judgement just as we might with Int, Gas if they are grantedthis free loan... gas prices could very well go up, they may just as easily be lower after
next year. They should not be able to assume so much using our money for free... in
essence, they cannot lose. Whether the price of gas goes up or down, they ve made a tidy
sum on the interest on this 8.2 million alone. Give us the honest price break now due us
and we ll see what happens the following year.

Intermountain Gas proposes decrease, but seeks over-collection for one year
BOISE - Intermountain Gas customers have until June 26 to submit comments on an application by the
company to decrease customer rates by an average of 24 percent to reflect the lower prices Intermountain Gas has
been paying to wholesalers since its increases of a year ago.
The $52.5 million revenue decrease also reflects the fact that all previous costs that were deferred during
the recent period of unusually high energy prices have now been recovered.
However, Intermountain Gas is also proposing to over-collect about $8.2 million from customers over the
next year in anticipation of natural gas future prices that are predicted to trend upward. The company maintains
that the over-collection can avoid or lessen a future price increase next year. Without that over-collection
Intermountain Gas customers would experience a rate decrease of 28,7 percent rather than the proposed 24
percent.
If natural gas prices don t trend upward and decline substantially, the company says it will file an
application to adjust its rates accordingly.
Because of changes in Intermountain s gas-related costs, the proposed decreases in prices and revenues
will not affect the company s earnings.
The commission decided to handle the matter under a modified procedure that does not require public
hearings unless it receives written protests or comments by June 26 stating why a modified procedure should not
be used.
The commission is specifically seeking comment on whether Intermountain Gas should be allowed to
over-collect $8.2 million this year to mitigate a potential rate increase next year.
Commission President Paul Kjellander dissented from the commission majority on the matter of customer
notice.
Kjellander noted that a small percentage of customers who receive notice in their bills about

Intermountain Gas' proposal will receive that notice on June 25 and , consequently, have fewer than
hours to comment before the June 26 comment deadline.
This dissent only addresses the procedural timeframe for public comments," Kjellander said. "It does not
attempt to place any value on the relative merits of the company s proposal to over-collect from customers for the
purpose Of providing rate stabilization.

APPLICATION WITH THE IDAHO PUBLIC UTILITIES COMMISSION ("IPUC"). THIS TYPE OF APPLICATION IS FILED EACH YEAR AT THIS
TIME TO PROVIDE THE IPUC WITH A REVIEW MECHANISM THAT HELPS INSURE THAT THE NATURAL GAS COSTS THAT
INTERMOUNTAIN IS INCURRING ON BEHALF OF ITS CUSTOMERS ARE PROPER AND ARE REFLECTED IN ITS SALES PRICE.

Comment description: I have a couple of questions concerning Intermountain Gas. If I
remember right they were given two rate increases totaling either 47 percent or 52 percent
then how come we are only getting back 24 percent. Also I have both Gas heat and a Gas
water heater and I was charged more for having both at the time then how come we are not
getting a bigger share of the return, isn t this the same thing with Id. power as
discrimination because I use less electricity I 'am charged a higher rate because of
complaints of discrimination using the tier system.

Comment descriptIon: Concerning Intermountain Gas s proposed rate cut for the .comingyear. T~e idea of an "insurance policy , in case the cost of gas escalates next year, is a
sound one. This seems to me to be no different than the consumer using a flat pay monthly.
Rather than getting hit with an increase next year, when the economic conditions may
change for the consumer, we will be able to more adequately budget for the longer term. I
would imagine Intermountain Gas would invest these extra dollars, thus giving even greater
benefi t to the consumer. This appears to be sound fiscal management for both the company
and the consumer.

Intermountain Gas customers will get about 28 percent decrease
BOISE - Intermountain Gas residential customers are getting about a 28 percent decrease in their gas
rates beginning today.
The Idaho Public Utilities Commission approved the reduction today. The reduction reflects the lower
prices Intermountain Gas has been paying to wholesalers in recent months.
The company had proposed a 24 percent decrease and over-collecting $8.2 million to offset likely rate
increases next year and promote rate stabilization. The commission denied the over-collection, saying customers
should receive the benefit of decreased lower wholesale gas prices as they occur.
Although the company s proposal to over-collect $8.2 million to offset a likely rate increase next year is
well-intended, the commission will not breach the commitment it made to ratepayers to pass through the full rate
decrease " the commissioners said.
The expiration of temporary credits next year and the possibility of higher wholesale prices point to a
likely increase next year. Therefore, the commission urged the company to continue its education efforts to help
customers reduce their energy needs. The order C!lso asked that the company adjust level-pay plans for customers
to accommodate the rate decrease as soon as possible.
The decrease for the average residential customer who uses natural gas for space heating only - using
about 49 therms a month - is about $12.37 a month, or 25.3 percent. For residential customers who use natural
gas for space and water heating - consuming about 65 therms a month - will see a monthly decrease of about
$18.17 or 28.1 percent. Commercial customers using the average of 259 therms per month will see a decrease of
about $76.78 per month, or 29.7 percent.
Because of changes in Intermountain s gas-related costs, the proposed decreases in prices and revenues
will not affect the company s earnings.
Intermountain Gas provides natural gas to about 200 000 customers in southern Idaho.
