Washington 99220-0500 Telephone 509-489-0500 Toll Free 800-727-9170 VIA – Electronic Mail November 1, 2010 Jean Jewell, Commission Secretary State of Idaho Idaho Public Utilities Commission Statehouse Boise, ID83720 Dear Ms. Jewell: Re: Avista Utilities 2011 DSM Business Plan Avista Utilities respectfully submits for electronic filing a “courtesy copy” of its “2011 Demand Side Management (DSM) Annual Business Plan and the 2011 Evaluation, Measurement & Verification (EM&V) Annual Plan.” The Annual DSM Business Plan is meant to be a “working document” and any changes or modifications regarding program details about specific measures, incentives, and eligibility requirements will be filed as revisions to the Company’s DSM Business Plan with the Commission. The EM&V Annual Plan is responsive to the Washington Commission’s directive. TheEM&V Annual Plan, in combination with the Avista EM&V Framework, is intended to make transparent and easily accessible the evaluation, measurement and verification that Avista plans to be performed in 2011 in order to adequately inform and operate energy efficiency programs. This document summarizes which programs are due for review and how the budget for EM&V will be split by fuel, sector, program, jurisdiction and reviewer type. This Plan was shaped and reviewed by Avista’s External Energy Efficiency (Triple E) Board.
