RE:REVIEW OF AMENDMENTS TO EXISTING QWEST INTERCONNECTION
AGREEMENTS - CASE NOS. USW-99-3 (2 AMENDMENTS),
QWE-OO-13 (1 AMENDMENT) AND QWE-00-7 (3 AMENDMENTS)
On August 21 , 2002 , Qwest Corporation filed six contractual arrangements it had
previously implemented with three companies requesting Commission approval of the
arrangements as amendments to existing interconnection agreements with the respective
companies, McLeodUSA Telecommunications Services, Inc. (1/24/01) (QWE-00-7), Covad
Communications Company (USW-99-3) and Eschelon Telecom, Inc. (QWE-OO-13). In Order
No. 29116, the Commission provided notice of Qwest's filings , requested comments, and
consolidated the Commission s consideration of the contractual arrangements into a single case
Case No. QWE-02-17.
On September 19, 2002, Qwest filed an amendment to one of the previous amendments
(approved April 2001) with McLeodUSA. Qwest seeks Commission approval for this filing as an
amendment to the existing interconnection agreement the Company has with McLeodUSA. This

amendment terminates part of the contractual arrangement that exists between Qwest and
McLeodUSA effective December 31 , 2002.
STAFF ANALYSIS
As this amendment pertains to the agreements currently under review in Case No.
QWE-02-, Staff believes the Commission should consider this new amendment in that
proceeding as well. Staff recommends the Commission issue as amended notice in Case No.
QWE- T -02-17 indicating the addition of this filing, and extending the comment deadline from
October 17 to October 25.
