I understand that the price of natural gas increased to historical levels last year so I took their rise in costs as elements beyond their control. But those costs have plunged recently and I would expect them to LOWER customer charges not increase them. Seems like a windfall for Avista. Shouldn't these lower costs be considered in your decision for these rate increases? Thank you.
